I was thinking about hosting a public drunken kickball game, and I wanted to not get arrested?

How would I set up this up with the city? I was gonna advertise it as drunken kickball, then just have a normal sigh there. In minnesota there isn't drinking aloud in parks, so I figure people will do it anyways or do it at home. Is there any way to make drinking legal at a park for a event like this?
